Wax I'd say. Gel would make it far too hard. Wax would give it that bit of freedom that it looks like it's got.

Any type of pomade or hair wax product. Redken makes several kinds called : rewind, water wax, hard ware. electric wax. apply to towel dried hair, form to your style and re-apply as needed when dried.
